Should Penalties Decide A Game?

The latest www.tranmererovers-mad.co.uk poll is asking whether you think Penalty Shoot out's should decide a teams fate in a football match.

I personally believe penalty shoot outs are wrong. If two teams are level after 90, or 120 minutes, or even two games, that surely shows that the two teams are not going to be seperated in the one or two-legged game, even after extra time. So why not play a third (or second) game at a neutral venue? My second option would be to play continuous Golden Goal extra time in 15 minute periods with a five minute break in between each 15 minute period. "Next goal wins" style football."

Penalties are after all just unfair. You could say they were a lottery. You miss one you could be out of a cup for another year, or not be able to go up for another year. After all, your only 33% likely to score a penalty in my opinion. 33% the keeper saves it, 33% you hit it wide or over.
