O'Leary's employers, Luton Town of The Championship, do not wish to allow O'Leary to play for Rovers, as he would become cup tied, and would therefore would not be allowed to play for Luton throughout the rest of this seasons competition.
However, as much of a loss not having O'Leary may be, Tranmere will still have key midfielder Danny Harrison back following an opperation to straighten his broken nose.
